Ah, not sure if I can do that. well if you have seen Vullaby then you can always go to the GTS, which is the woman on the right on the 2nd floor of the pokemon center. just find a reasonable trade that you can do

You never see a Vullaby nor its evolved form in White, and you never see Rufflet nor its evolved form in Black. Since you never see one, you can't ask for one in a trade in the GTS.

I have battled in both arenas countless times and have never seen Vullaby nor its evolved form. Seeing as Bulbpedia is right all the time, I'm going to have to go with it.
