Silvervale isn't as cold as Snowkeep, but it's still rather cold because its close to Mount Vertion. The people of Silvervale struggle to survive. The only thing they have to offer traders is the crystals found in the Sirens Cove. Those crystals are what gives them bread everyday. The people in Silvervale aren't as kind as the people in Snowkeep. Needing money, they make merchants pay a load of gold for a crystal from the Sirens Cove. Every year, once they get enough money, they send someone out to sea to get them a years supply of food. Then they repeat the process.
