Ignore the drones above me. It seems with the time I've spent chipping at ignorance has left them with the inability to assist.
I can see you've only managed to purchase one of the structure deck so far, so of course it'll need improvement. Capitalizing on the structure deck will be a focus though, so expect to buy yourself two more, if no one in your local area would be willing to trade or give you the vital cards of the deck.
I would also reach out and see what other people can afford to give you for the common deck staples; listed below are a few available in common print:
• Heavy Storm • Mystical Space Typhoon • Torrential Tribute • Monster Reborn • Mind Control • Dimensional Prison • Dark Hole
I've been out of the game for some time, but if it's the same as it was back then, Dimensional Prison is probably the most expensive common card listed here. Reprints happen, so you might even find a cheaper version with a higher rarity print, because it was printed so in a more recent pack. Mind Control should only be a goal for you if you plan to invest on Xyzs in the future.
Now, not to be all "well, duh" about the deck, but the main focus is on the Dragons; spotting what in your deck can achieve your goal the easiest and most effectively, and maximizing on (most) of them.
3 Red-Eyes Darkness Metal Dragon 3 Eclipse Wyvern 3 Vice Dragon 2 Lightpulsar Dragon 2 Darkflare Dragon 1 Dark Armed Dragon
Red-Eyes Darkness Metal Dragon and Eclipse Wyvern are the key core of the deck; the former allowing you a once-per-turn additional creature of usually massive strength, and the latter being the best access to the deck for Red-Eyes Darkness Metal Dragon. Vice Dragon gives you an edge early game by allowing circumstantial yet possible access to Red-Eyes Darkness Metal Dragon or Darkflare Dragon, without the usual Graveyard setup.
Lightpulsar Dragon and Darkflare Dragon are the featured cards in the structure deck, each with notable benefits. However, you'll prefer one of them over the other depending on the game state, and it'll be Darkflare Dragon most of the time.
Darkflare Dragon has one simple, yet astounding task; it can use Eclipse Dragon's effect the turn you summon it. Darkflare Dragon allows you to send a Dragon-type monster from your hand and one from your deck, and then remove your target, meaning you'll always send Eclipse Dragon, and then remove that same Eclipse Dragon to add the card you banished to your hand in the same play.
Lightpulsar Dragon also has a simple, yet astounding ability. The only difference it has from Darkflare Dragon is its end game capability. Unlike Darkflare Dragon, who allows you to set up your desired field and hand, Lightpulsar Dragon works best once you already have that setup completed, and when your opponent got rid of something you wanted as well. Most of the time, this will also be your main go-to monster for Red-Eyes Darkness Metal Dragon, too.
Dark Armed Dragon has been known for a long time for its easily manipulated requirement and powerful effect, complemented by immense attack. It serves only to destroy, and Eclipse Dragon's fourth opportunity.
Now that we've selected our main force, it's time to provide and engine to the deck that will also fulfill it. This deck provides us with Lightsworn, creatures able to fill the Graveyard completely from your deck to get an upper-hand on what you need. But be careful - you have to know when to halt their milling effect.
2 Summoner Monk 2 Jain, Lightsworn Paladin 2 Ryko, Lightsworn Hunter 1 Lyla, Lightsworn Sorceress 1 Chaos Sorcerer
Summoner Monk is simple - if you're opening the game and want a good field coverage, or are experiencing delay in getting your game started, he's here to help. Summon, discard a Spell you don't really need, and get Eclipse Wyvern, Jain, or Lyla from your deck straight to the field. Jain and Lyla will help depending on the circumstance, or Eclipse Dragon will be like a sadistic suicide bomber waiting to get off and go die.
Jain, Ryko, and Lyla all cover the milling aspects, but we should look at their individual perks as well. Jain has the ability to trample over almost every creature Level 4 or lower, while Ryko and Lyla have the field covered in destruction. Destruction is good for Dragons, who are known to halt to huge monster removal, so varying between Lyla to destroy upon summon or setting up Ryko to destroy anything, is good.
Chaos Sorcerer is nowhere in means of being an engine, but while it does help move the deck along by banishing Eclipse Wyvern, its bigger purpose will always be a way to clear a creature sitting in your way. Black Luster Soldier - Envoy of the Beginning is always preferred, but only if you have the means to obtain one.
You should note, though, that you will be deciding how much of each of these creatures you will be playing, depending on what you need them to do.
Now, to cover Monster cards not available in the structure deck:
2 Red-Eyes Wyvern
This monster is a good fallback when the milling becomes too much. Dump this in your Graveyard with Red-Eyes Darkness Metal Dragon, then summon it on the end of the turn you didn't Normal Summon. Great support with a solid 1800 attack when you just need something to hit someone with.
Spells and Traps are a whole different story. You won't use any that the deck has given you, except Mirror Force, Book of Moon, and Charge of the Light Brigade. Maybe D.D.R., maybe Bottomless Trap Hole, or maybe Reasoning/Monster Gate, but don't expect much from them.
3 Gold Sarcophagus 3 Mystical Space Typhoon 1 Heavy Storm 1 Dark Hole 1 Book of Moon 1 Monster Reborn 1 Future Fusion / D.D.R. 1 Foolish Burial 1 Burial from a Different Dimension / D.D.R. 1 Charge of the Light Brigade 1 Pot of Avarice
2 Torrential Tribute 1 Mirror Force
Most of this is simple, simple staple. Gold Sarcophagus helps go through your deck for whatever you need, and I'm going to recommend it to you here over the popular Pot of Duality because - 1) I can 99% guarantee it's cheaper, and 2) it has synergy with the deck's use of the Banish Zone. Grab Future Fusion or anything you want to make a big play, and it's yours in two turns' time.
Mystical Space Typhoon and Heavy Storm are maxed to the legal limit, to aid Ryko and Lyla in Spell/Trap removal. You have to watch for the opponent's monster removal especially when playing Dragons, because you will get crushed with one solid play by your opponent.
For creature removal, we have the four maxed staples of Dark Hole, Book of Moon, Torrential Tribute and Mirror Force. I know a lot of newcomers hesitate on Torrential Tribute because it clears your field too, but it's too good a play to pass up. You can't ignore the fact that your opponent may and can gain the upper-hand on the field, and playing it could mean you're still in the game. You also have ways to benefit from Torrential Tribute - it gets rid of your Lightsworn creature(s) when the milling gets too extreme, and it activates both Eclipse and Lightpulsar Dragons' abilities, allowing you to rebound from what would already be a good play.
The others are self-explanatory, though I left you the option on two cards. You can substitute both Future Fusion and Burial with D.D.R. if you wish. The only reason you shouldn't go for Future Fusion is if access to Five-Headed Dragon is impossible, but the choice between recycling your banished creatures through Burial or summoning one with D.D.R. is yours.
Final Deck List
3 Red-Eyes Darkness Metal Dragon 3 Eclipse Dragon 3 Vice Dragon 2 Lightpulsar Dragon 2 Darkflare Dragon 2 Red-Eyes Wyvern 2 Summoner Monk 2 Jain, Lightsworn Paladin 2 Ryko, Lightsworn Hunter 1 Lyla, Lightsworn Sorceress 1 Chaos Sorcerer 1 Dark Armed Dragon
3 Gold Sarcophagus 3 Mystical Space Typhoon 1 Heavy Storm 1 Dark Hole 1 Book of Moon 1 Monster Reborn 1 Future Fusion / D.D.R. 1 Foolish Burial 1 Burial from a Different Dimension / D.D.R. 1 Charge of the Light Brigade 1 Pot of Avarice
2 Torrential Tribute 1 Mirror Force
Total: 42 cards.
Remember, you want to stay close to 40 as possible. Decks with Lightsworn components tend to run a few more cards, but generally it shouldn't be more than 43. The price of the list I gave you should be moderately cheap, if only because getting anything you don't have will cost some resources, but it's well worth the effort.
The next step I would do after this is focus on collecting just a few Xyz to help support you if you're in a dire situation. Summoner Monk would allow you instant access to a Rank 4, and you can find one cheap and dependable with Number 39: Utopia. Many of your creatures are also Level 5, however, many of the Rank 5 Xyz I know of are currently high rarity, I don't know of price. The first I would look at would be Adreus, Keeper of Armageddon.
Have fun.

I'd suggest Replacing the Chaos Sorceror in Toad's Build with a BLS - Envoy of the Beggining if you can manage to get one. it's 1 and much better than chaos sorc.
