bad suggestion but~ its hard to recruit people, so maybe take the get someone to join requirement away from chunnin exam? >.< im just afraid that i can't do it

I think you are right. It is hard for some people to get someone to join.

but i could see that for a jounin test or something because like, if your capable of teaching people then you should be capable of recruiting people right?

Yes Yes i know my suggestions are quite annoying by this point @_@ sorry about that... but heres a good one we thought up in the ooc thread, from the caluations of james we should have enough people for all teams.
sooo what if uhhh we tried PMing people to tell them they can start RPing on here, like maybe they forgot they joined
