Angels having government, seems logical... Since Michael is the head General/Archangel of God's heavenly army, I would suspect there is ranks and such. And Government would be those 24 elders because a council, I guess? Gabriel could be Ambassador of Heaven? Heh... I never saw the "Many names of Satan" as one being... Anyway, Have you read CS Lewis' The Screwtape Letters? That man has some good Christian books. I think he is better then Tolkien (And I am huge Tolkien fan). There is also some inspired works, but I can't think of the names off the top of my head...

Study of angels, from unverified historical documents written by noone knows who. *bumps head into a wall* the resemblence is amazing: Angel  Cupid  Or if you prefer adoult version: Angel  Eros

A lot of Greek gods actually do have wings, not just Eros.
Off the top of my head, Eros and Anteros, Hypnos and Thanatos and pretty much all the protogenoi actually.
And please try not to mistake some modern drawing as something that is an accurate image of... angels, gods... what ever. They are all some ONE person's interpretation. Do not hold what they draw, as something that should be taken in and seen as some literal form of an angel or a god, or ANYTHING for that matter.
I believe, angels were sometimes described as having wings, and sometimes not. The ones that always have wings are of course the Cherubim and Seraphim. But Angels seem to just used them for display purposes, to "show off" when they need to.
But really, I believe the ones that came to the shepherds definitely did not have their wings showing.

The resemblance of angels to Roman figures is a result of Renaissance artists' creative licensing. Basically they were just heads with wings maybe some arms.

Yeah, I think even though angels do appear in humanoid form... their could be far more different kinds then mentioned in the bible...
Like that GIANT angel in revelation that had one food in the ocean, and one on land... and they didn't mean on the beach, the meant the deep ocean, and the inner land. So the head was in the clouds!
I think angels come in many forms, maybe some do look like that, and like this and some just have a humanoid form.

Well...
This is assuming you consider that all heavenly spirits are angels...
The fact of the matter is, there are so many types of heavenly and infernal spirits according to sources outside of the Bible, and the messengers are actually just a small group...
No Angel ever mentioned looks like a man (or woman) with wings. There are some messengers who took the form of a person, but they didn't have wings...
The entities we see in the Bible with wings are actually some pretty scary figures, with several heads, and several wings, and features that usually resemble something more bestial...
