Candace grew up in Texas but she wanted to see the ball drop in person so her parents booked a trip to New York City as a Christmas present to her. She was 11 in 1999!
She's probably wearing a lot of sparkles and ribbons.

Maybe they notice each other staring at the shadows? Marcus was tiny, (like 5), and would have been blunt in asking if they could see 'them' too. He also might have noticed (what I guess would be) a lack of decorations on Clarice and offered her his party hat.

Milton is holed up in a hotel all by himself because his parents are partying it up elsewhere. He may have a nanny/guard with him but he can be lonely enough to convince his nanny/guard to let him see the ball drop in person?

Clarice would have been 12 at the time ~ and likely just as freaked out by the small children coming up to her as everything else going on ~ so sure!

Vamps - Yes. Bili and I agreed she also met Jerry that day, so she'd probably be holding hands with the older boy with the big nose and the glasses all "HIIIIIII OMG WE ALL NEED HATS."
And then hats were bought.

Four year old Gale would have been brought to NYC with his parents from London to celebrate the New Year in the classic of Times Square. It would have been before his parents were all weirded out by his seeing things (before they even know) and they'd be staying at some posh hotel somewhere really close by. xD

But there's no way he's in New York. He lives in the boondocks of the midwest and ... well.. just no way LOL
Also he's said in previous RP that he'd never been to NY before XD

Deryk was 12 at the time and was born and raised in California but he definitely could have been brought to NY to see the ball drop with his parents! He has mentioned he's been there once before after all.
