This is not just a temple, but it is also a kingdom at the same time. It is also known as the Cathedral City, one of many thats found in the Air region.

Seto set in a chamber pretending to be in a heavy meditation. He was pretending because he was actually being guarded by some of the temples warrior monks, to assure that he was in the temple and not sneaking off to do who knows what like he usually does. Seto set there, waiting patently for them to slip up; then he would make his escape.
