Orochimaru is because if you remember he almost beat Tsunade with no arms! Imagine if he had his arms?

Ummm, the only reason she didn't whoop a** is because Kabuto cut himself so he would bleed and seeing as Tsunade is not such a big fan (Total understatement) of it She couldn't do a thing.

EDIT: Oh and me personally I think Rock Lee, Sakura, and Gaara are the strongest. : )
