I do mine is Photoshop, there are a number of ways you can do it. If your picture is inked, you can use the Brightness/Contrast option and lower brightness and up the contrast. If your picture is pencil you I use the pen tool, trace around my pencil outline and than stroke the path with a 3px black brush. But thats just one method.

For quick pics, I normally just go over the pencil with a felt tip pen, erase the pencil, then clean it up in Photoshop by adjusting brightness and contrast, as Tekno-Crystal said.

If its something where I want the lineart to be very fine, I go over my pencil art in Photoshop using the Brush tool, usually at about 3px. The pen tool is better and more precise, but I don't use it because I'm not so good at it >.<
Using brush tool - don't have just the lineart uploaded for this one

Sometimes I can't be bothered outlining at all, so just use my pencil lineart:

There are three ways I do lineart:

1. Ink in the original sketch with pen (eother ballpoint, brush, or Sakura Micron), erase the pencil after the ink dires, then scan in and edit/adjust in PSP.

The following two, I can only do since I have a tablet (it's possible with a mouse, but very hard):

2. Scan in the pencil sketch, and ink using paintbrush tool set at 2 - 3 px, 50 - 75% softness on a separate layer.

3. Sketch straight on the computer, and ink same as above.
