Skill Set:

Thunder - Thunder deals damage and has a 10% chance of paralyzing the target and it has 100% accuracy when used during heavy rain, and has 50% accuracy if used during bright sunlight. It also has a 30% chance of paralyzing the target.

Thunder Punch - ThunderPunch does damage and has a 10% chance of paralyzing the opponent.

Fire Punch - Fire Punch does damage and has a 10% chance of burning the opponent. If a Pokémon is frozen when hit by Fire Punch, the move may thaw the Pokémon out.

Ice Punch - Ice Punch does damage and has a 10% chance of freezing the target. Ice Punch can't freeze a target that has a Substitute or already has a major status ailment.

Weaknesses: Afflicted with Obsessive Compulsive Disorder. A little bit of a germaphobe in certain situations. He's particularly short for his k'ind and age.
History:



In the beginning life was much like most electivire's, spending time at powerplants and anywhere there was mass amounts of electricity. Oliver spent his time on the fringes of the group he was born into due to the fact that he was essentially the runt of the pack and therefore considered weaker than any others. This natural isolation slowly molded him into being weary of larger groups of other pokemon and even humans, for neither really wanted his company due to his unfortunate size. This did not deter him from persistanly staying around and surviving, if not for any other reason than to spite his own clan and the humans that spurned him for his smaller stature. After a particularly active day near a bustling city and attempting to avoid trainers who picked him out as an easy training target for their pokemon he found himself drifting off into an exaustion fueled nap.

In the haze of unconsciousness Oliver encountered a peculiar and bizzarely pink and purple creature confronted him; gave him a choice of maybe becoming human or even staying as he naturally was. This caused forgotten memories of humanity actually caring for and protecting the smaller, weaker and younger of their own kind; something that was foreign to Oliver. He took the strange creatures hand and let it lead the way to this possible better life.

When Oliver woke he was completely bare as if born anew, in this new form of his he found being completely bare of the strange things humans wore rather awkward, at least in such a populated area. This caused the Electivire to wait and wander while the city slept to find a place where he could acquire these strange items. Breaking into a strangely clear barrier to one such place the newly 'born' Gijinka stole away into the night with garments for his now awkward body, with the poor shops alarms blaring in the background.

These days he occupies the wilderness around Castelia city or somewhere in their electrical power plants. He doesn't really have a job persay; though the employee's of the plant he is commonly found near leave him 'care packages' of food and even the occasional bit of money and various other things; this is largely due to what he had done during a particularly vicious hurricane with more lightning than one would expect.

Oliver was resting when the storm hit, waking him and even frightening him with the howling winds and crashing sounds of thunder; though those lightning flashes made his blood come alive and moreso when they started to impact the ground, and even the power plant itself. Though it didn't bother him that they struck the ground or the plant itself, the alarms that soon went off all around him caused him great distress; if not for more than the flashing lights and extremely loud noise. Not knowing what to truly do when this happened the 'halfling' went to where he felt the pull of electricity most and started to drain it directly from the source with his bare hands.

Due to his actions that night the plant didn't suffer more serious damage from the potentially fatal overload as it probably should have in such an intense storm. Even after being lavished with 'gifts' the electivire still keeps a weary eye on the humans and pokemon alike while also keeping his distance from them.

Personality
Firstly, his personality section is virtually non-existant. You need two positive, two negative, and one neutral trait. These traits then need to be elaborated upon and need a description as to how they apply to him as a character. Right now you only have the bare bones of a personality thus, at this point, there is no way that I would approve him. Also you currently have nine traits. Try and slim them down as you don't need that many.

History

"being weary of larger groups of other pokemon and even humans" <-- The word you are looking for here is 'wary'

"This caused forgotten memories of humanity actually caring for and protecting the smaller, weaker and younger of their own kind; something that was foreign to Oliver." <--- This doesn't really fit with the rest of the history since he's so wary of others and their cruelty. It doesn't really make sense as a motivator for him to become human. You may want to adjust the personality and history if you want to keep this.

" <--------- You've made it so your Pokemon doesn't really wander and still acts very much like a Pokemon and not a human. This is going to make it very hard to roleplay your character as most wouldn't care much for an electrical plant.
