The thing is, rings like these have the potential to break the game further apart than it already was. I mean, there's a reason WHY hack, for example, has a huge cooldown despite its power. It's not even an issue of DPS, both of the DPS's (per stamina and per second). Those would actually not change and be in the same comparable tiers to other rings respectively.
It's the fact that if you could shoot ANYTHING faster, the monsters would just
not survive long enough; and if you spent less stami- actually, better question: Do we NEED to spend less stamina? We can already regain well over 20 if we're good at mid-fight flee-dancing
This is how it goes: Any ring that just by reading it's effect up you have to ask yourself "Would I even be able to live without this after I used it?" or "What moronic set dares NOT include it and for what retarded reason?" - Then obviously, that ring is beyond overpowered and should be cut away while still in th drawing board.
But come on, we CAN discuss this until we reach a point where it seems manageable. I

stamina costs and other likely stuff, just saying.
