There's not really a place that's good for quick leveling. If you want to level up quickly, get all three levels of the perk that gives you bonus EXP (I think its Quick Learner or something like that) and keep your game on medium. Or if you're feeling ballsy, crank up the difficulty.

Don't forget the Here and Now perk. That brings you up to the next level.
