Okay, I was loosing anyway, so it didn't matter right then....But I used Royal Decree to counter against D. Prison....I'm almost SURE that Continuous is just as fast a normal...But My opponent said differently...For future reference, Is it true?

Continuous and normal traps have the same spell speed. Royal decree would form a chain with D. prison and working backwards would negate the effect, with prison going to the graveyard without activating its effect (since it is now face-up and not continuous).
Have your friend look into rules regarding spell speed and chains, so he doesn't make future mistakes like this. If it still continues, then your friend is a lying cheater.
