The city itself.
The city was founded in the year 1817 by Edward Shelder (It was found out later that e was a necromancer) and was used for many years as simply a place to bury the dead, due to the fact that it was built around the spot where a massive ley line surfaces. Later, when the population of the nearby town of Ethon expanded, overflowing citizens moved to New Bard.
Most of those who moved to the city were convicts and other outcasts of society. But, just like the neighboring city of Ethon, New Bard had an unusually high concentration of non humans. About 43% of the citizens admitted to considering themselves something other than full humans in a confidential survey, apposed to the average of 13% in most cities on the continents.
Today, the energy of the ley line has been sealed, but it's effects have affected the citizens through the generations of exposure. The citizens have an altered perception of reality. Most would call the citizens insane, giving the city it's nickname, "The Schizo City".
In reality, however, the city's inhabitants have a clearer perception of reality, closer to that of the fae than that of humans. That would account for the slightly skewed arcitecture.
Historical monuments.
The old big top: A an old decrepit big top nestled in the forest. Years and years ago it was once a very popular circus that stopped in town. Tragedy struck though,making New Bard its very last stop. People claim to still hear the ringmaster shouting out his opening speeches.
Windy meadows orphanage: An old victorian that houses an orphanage. Many,many years ago it belonged to a young doctor named Jack.
Ace creek's hospital: An old hospital that has been serving patients since 1820.
City Library: A huge old library filled with dusty books and even dustier librarians.
