(I don't know where to put this. XD; I thought maybe "relationships", but that seems to be just BF/GF type stuff. This is like... well, like the title says, like a second puberty or something.;;; ) Aaaaaalright... something I've noticed recently in myself, and also a few of my friends. We're all in the 18-21 age range, and it seems that we've all become sort of touchy about little things. Like, we blow things out of proportion.
Ex: My room mate who's sitting across the room just e-mailed me (sort of a long e-mail. *_*; ) telling me that she was upset that I'd eaten her macaroni and cheese without asking. I replied that it had been an accident and apologized profusely, (I practically cried!;; ) and was really anxious about it until she replied again. Now we both feel kind of silly, for reasons that I'm sure are apparent to you. >__>;;
Ex2: My good friend from middle school sent me a HUGE letter about how she didn't want to be my friend anymore because I was ignoring her. (I had refused two requests to get together due to school and things, which I explained to her at those times.) I, knowing fully well that this particular friend gets mad easily, (though not usually at ME, which is why this is an example of unusual behavior on her part) panicked and e-mailed about three other people asking for advice, which is something I never do.
There are a few other things I can think of, but I won't bore you further. XD;; So I'll just ask... is it normal for this to be happening? Do people at this age usually get all... weird about fiddley little things like this? What's wrong with us?;;;;;;

Well, people don't fully stop developing until they're around 20-ish so I guess it could be possible that it's something hormonal.
My best guess though, is stress. Regardless of age, stress will make you revert back into adolescent-like behavior from time to time: like blow up for no reason at all, cry about stupid things, etc. And at the age you're all at, you're probably just getting out of the house and trying to see where you all fit, and that can leave anyone a little insecure until they know they can handle it and get a feel for how things work now that you're in charge and have to rely on yourself.
I could be totally off, but that's just what it seems like to me from what you've said here.

That time period of life can be extremely stressful because you are expected to make all sort of decisions on what you want to do with your life and start making money and living on your own and paying bills. With all that it's not surprising that nerves get frayed and people get touchy. Once you are able to settle into life and the way it works out of school then things are easier.

Tis the "Find yourself" period when you try to discover yourself and purpose of being, this is where people, usually in college where they travel to some other place and find themselves amongs friends, forign country, or through a sexual or chemical romance
