Well, correct me if I'm wrong (Kichi), but I think it says "Red Flower bira (Fluttering?) Marluxia." (akai hana bira no maluushaa)
I looked up "bira" and I found that "bira bira" is onomatopoeia for "fluttering." The other definitions didn't make sense. Maybe Char Aznable had a different name in Japanese? The uniform certainly looks pretty similar.
edit: Just wiki'd him, says he got the title of "The Red Comet" at one point, which is 赤い彗星のシャア (akai suisei no shaa). I can see the connection, though maybe there's more of a pun that I'm not getting.

Well, the only other meaning that comes to mind immediately is fireworks. Hanabi = fireworks, and ra is a pluralizer or whatever you wanna call it, but yours definitely makes more sense.
EDIT: Though i'd refine the translation to Marluxia of the Fulttering Red Flowers.
