This is where the Achino Family as well as the Phoenix Pirates reside. The Achino Family has a castle here and basically rule over the land. Pirates are not welcomed here as the Achino Family enjoys hunting pirates and taking their flags. It is an arctic like area if one has seen it in the anime. biggrin
