This is the wealthy portion of the Citadel, and is set up on a ring in between the arms that house the Wards. The council is based in a massive tower in the Presidium, and as a result all embassies on the Citadel are here, as well as several well-off merchants and while C-sec is here like anywhere else on the station, they're mostly for show with crime being so low.
