I like the idea of a prank that was sold as a festival that then turns into a small party kind of because a few people brought refreshments or whatever
DB's gonna try to attract customers

I voted festival because I think that is what it will turn into but I kinda go with Corn's summation of a prank dressed as a festival that winds up not being as much of a prank as the joker thought it would kind of thing.

Maybe a kimeti has heard a story about a purple kimeti and that kimeti wants to find the purple kimeti. Maybe the purple kimeti knows something or has something that the first kimeti wants. So they throw a party to try to find the purple kimeti among the party goers.
So, is that Festival with ulterior motive? smile
