The animated items are cash shop items so yes, there is always the possibility that they will be rereleased.

The halo has been surprisingly unpopular; the price has been tanking. This means a rerelease is not likely any time soon - if there's no demand for it, there's no reason to sell more when people don't want as many as are already out there. I think it's an item where a lot of patience is required.
