Pelipper can store a series of objects in their large, sturdy bill. They are also able to carry small creatures in it to protect them from predators.

Pelipper, along with Poliwhirl, is available, at a lower level then which it evolves, in the Sightseeing Pokéwalker route.
Pelipper is one of the few Pokémon that can learn both Fly and Surf, and is the only water type that can learn fly.

Keen Eye - Prevents accuracy loss.
Keen eye is diffinately the better ability here, so I strongly suggest you go with that one 3nodding

Iits defense stat is pretty good, but would be much better if paired with a better HP stat. 85 Sp atk, may not be high, but it's not low either, with the right moves he can pose a threat to certain pokemon, especially when it hits for Supereffective damage.
65 Speed is not gonna outspeed much, save for slow walls with no speed investment, or slow rock pokemon.
With these stats, its easy to see why Pelipper has been placed in the NU tier, however, in this tier, he can really shine, as 100 Def is actually a lot more impresive there.
So, now that we've looked at the Base Stats, lets look at its typing and find out how it stands up to others.
Weak: Electric (x4), Rock
Resist: Fire, Water, Fighting, Bug, Steel
Immune: Ground
Wow, thats a pretty good typing, save for the x4 electric weakness, Peliper has very few weakness's and some very good restsances.
Fire, Water, Fighting and Ground are very common attack, allowing him to switch in with ease, and depending on the pokemon, force a few switches. As I mentioned earlier, his 65 Speed isn't gonna let it unrun much, but pokemon like Shuckle and Golem who are slower, may have a hard time dealing with Pelipper who will outspeed and hit Super effective with a stab Water attack.
Rain: Now, rain won't neccesarily help Peliper too much, but it will fuirther reduce the power of fire moves, AND boost the power of his Water moves. on the down side, it improves the accuracy of a thunder, so watch out, as there is no way for him to live a Thunder.
Prediction: As with a lot of pokemon, prediction helps. Predicting an Earthquake or other ground attack, you can switch in for free, thanks to the handy Ground immunity. but beware, as pokemon with Ground usually learn rock moves too, so be careful!

I imagine thins as a set for taking care of key threats or other walls, particularily, Bulky Waters.
The 4 speed IVs allows it so outspeed other pelippers as well as walrein who have no speed investment. the rest goes into HP and Def to increase bulk. you may want to split the EVs between physical and Special def, but I recomend keeping 252 into his HP for survivability no matter your choice
the electric and grass attacks are to kill off opposing water types, the 1.5x boost from the specs will make your sp attacks pack a punch!
HP grass hits quagsire, gastrodon and swampert for x4 damage.
where shock wave hits other pelipers, mantine and gyarados for x4 damage.
and between the 2, you can hit every water type that isn't kingra for super effective damage.
Hydro Pump will be really hard hitting off of choice specs. and is there for hittting fire types, but can also hit groun and rock types, you'll be able to hit golem, makargo, and camerupt for x4 damage.
and finally is air slash, filling in the other stab move, allowing you to hit grass, fighting and bug types for super effective damage, and allowing you to hit breloom, parasect and heracross for x4 damage ^.^
the physical bulk is helpful in switching in on almost all of these pokemon, as they are pretty much all phsyical attacks, and generally have lower special defense. a great deal of them are also slow, allowing you to outspeed them.

Given his great defensive typing, Pelipper can attack to wall the opponents, through a combination of stock pile to raise his defenses, and roost/protect to survive longer. you can wear down any non-steel/poison pokemon with toxic. Or you can use Aqua ring to recover more HP every turn.
Aqua Ring + Leftovers = 1/8 HP each turn, or with protect stalling 1/4 (assuming the oppoent doenst get smart and use the protect turn to switch or set up.
With these IVs, Pelliper will have: 324 HP, 261 Def and 213 Sp def.

2 Stockpile: 522 Def, 426 Sp Def
3 Stockpile: 652 Def, 532 SP Def.
at these defenses, Pelipper can take hits incredibly well.
Team options
If you want your Pelipper to live, its very important to switch him out and not let him take the deadly Electric attacks, and to try your best to avoid the rock attacks.
as such, a Pelliper is best placed on a team with Ground pokemon, as ground is immune to electric and resists rock.
Claydol, Donphan, Nidoking, Torterra, Flygon, Swampert, Golem and Camerupt.
I find it ironic, that most of these are pokemon that Pelipper would be used to counter. I suppose the saying "keep your friends close, but your enemeies closer" holds true here.
out of these, Claydol and Flygon stand out, as they also have levitate giving them a free immunity to Ground, and thus spikes. With how popular gorund attacks and spike sare, this is a very valuable immunity to have, and a resitance to Stealth Rocks is always good.
Golem and Torterra could be good, as pelliper helps cover their weakness's, as he is neatural to grass and ice, and reists fire and water, so the two pokemon can help portect each other.
Swampert can set up a Stealth rock of your own, and Nidoking can set up Toxic Spikes, while both can use roar.

With Black and White fast approaching, I maybe we should take a lot at some of the trick that Pelipper gets in the nxt generation?
Rain Dish - In B/W Pelipper has access to a new ability via the dream world, with rain dish, Pelliper recovers an additional 1/16 HP every turn in the rain. add in leftovers and aqua ring, and thats 3/16s HP recovery every turn. thats 60 HP a turn at 324 HP. with Protect thats 120HP!
New Moves -
Submersion - This attack turns the oppoent into a Water type, allowing electric/grass attacks to hit for x2 damage, and allow syu to poison steel/poison type pokemon.
Gale - 120 base power flying attack, it's basically just a flying type blizzard, including the 70% accuracy.
Boiling Water - 80 Base Power water attack, has a 30% chance to burn the oppoent, halving their attack stat. This could really help in walling phsyical sweepers.
Bulb - this item increases special attack when it is hit with a water attack, since peliper resists water, it can easily switch in, to receive a free 50% special attack power, giving it the power of a choice spec set, but allowing for selection of moves. However, once the item is used, it disappears, so if you withdraw, you cannot get the boost again.

Okay, so the idea of this set is to switch in on a water attack, and get the 50% special attack boost. then, predicting a switch, get in a free agility.
after an agility, Modest Peliper has 458 Speed, where Timid Pelipper has 502 Speed. a Max now to put this into perspective... both sets outspeed a MAX speed electrode after agility... and the Timid Pelipper is out speed by a Max speed deoxys-speed form (504 speed)... by 2 points... only TWO points. So this pelipper will outspeed alot.
Modest Pelipper has [] Sp atk after the bulb boost, and Timid Pelipper has 403 Sp Atk after the Bulb boost. combined with 120 Base Power STAB moves (180 after the STAB) this guy can deal out some serious damage.
however, Hydro Pump and Gale have shakey accuracy, so Surf/Boiling and Air Slash can be used instead, Boiling Water for added burn, and Air slash for added flinch, both at 30% odds.
