I hope it's not too late to submit ideas.

Maybe a sort of fish man in something like a reverse old time diving suit. Like in an old diving suit that's filled with water.

interesting concept but this is actually for a performance event so I have to be able to engineer/purchase costumes for real people to wear.

And an old school diving suit might be too much work. I was trying to consider this as a real costume, such as using two panes of material with water between them to simulate a water filled helm.
