 East Kai (東の界王, Higashi no Kaiô) is a short dumpy Kai who rules over the eastern quadrant of the main galaxy. She is very strict with her students and often does not accept failure. Her fighters are known for their speed. Arqua is her strongest fighter, who trains visitors.

Great Whale Missile - 1000 Ki Points
Arqua creates a gigantic whale, far larger than himself, to attack the opponent. This technique differs from the Feeding Whales in that it is able to absorb the ki from an opponent's technique, and in turn, use that ki to grow larger and more powerful.
- Drains 2,000 Ki Points on contact
Violent Water Wave - 1000 Ki Points
Water gushes out from the mouth like a waterfall, covering an entire area with crushing, almost unavoidable waves.
Feeding Whales - 1400 Ki Points
Arqua releases five water whales that attack the enemy until one devours them before imploding, launching the enemy into the air. The remaining water whales surround the enemy and force them under water where they implode in on the enemy. It is known that if the whales are damaged, they can regenerate themselves, unless completely destroyed.
Water Dragon Bullet - 1200 Ki Points
This technique shapes a large amount of water into a giant, powerful dragon, which hits the opponent with formidable might, dealing physical damage. The ideal place to use it is near a body of water, but if the user's skill allows it, it is possible to use it even in a place where there is none. The amount of water used will be in proportion with the user's skill.
