4th Gen?
Nattorei counters Swampert amazingly if you play 5th gen...
Well, that's how it has been in my experience.

Okay, completely understandable! But first of all, you don't have to have a steel type actaully, just a Pokemon that knows a few steel type moves like Metal Claw or Iron Tail, something like that. That may help by a lot!

It would really depend on the rules the league you are competing in allow. If you are running a pure steel type team, I would suggest someone who is either faster than swampart, someone who has the ability levitate or someone who has access to the move magnet rise.
Bronzor with the levitating ability should be able to take anything that is thrown at him by swampart. you could also use it to set up a duel screen effect to lessen the blow from attacks with reflect considering it takes down damage by a 3rd. And if it becomes too much of a problem, just explode on it.
Aside from the defensive stand point, a choice scarfed jirachi or empoleon using grass knot should be able to guarrentee getting the job done. After all, all you need to do is out speed it and hit it with one grass move and its gone.
Skarmory may not be able to do too much against a swampert but it can set up spikes easily, which in tandum you could whirl wind the problem poke away to force it to take damage from switching it in. I would however watch out for a predicted earthquake since roost makes it vunerable to ground attacks.
forretress can switch in with partial damage considerind its typing is neutral towards ground attacks and its a built up wall. Bronzor is better suited for this role but if he is an option if bronzor isn't on your team.
I hope most of this helps friend.
edit: Forgot to mention that metagross can learn magnet rise and if you can pull that off early enough, it will make it immune to ground attacks giving you some leverage.
Not to mention, any special attacker with hidden power grass should do the job.

Cormini Skarmory may not be able to do too much against a swampert but it can set up spikes easily, which in tandum you could whirl wind the problem poke away to force it to take damage from switching it in. I would however watch out for a predicted earthquake since roost makes it vunerable to ground attacks. The simplest solution to that problem is obvious: just don't Roost while Swampert is on the field. If your HP is getting mid-high, simply Whirlwind/Roar Swampert out, and while expecting to take a physical hit (or your oppoent to switch Swampert back in), roost then.

The best bet is probably Bronzong, as Corm mentioned. It has Levitate, making it immune to Earthquake and is bulky enough to shrug off just about any other attack Swampert has. The main downside is that Bronzong doesn't really have any good moves that can damage Swampert beyond Explosion.
Empoleon is quite possibly your best shot at taking it out quickly. It can easily outspeed Swampert if you invest Speed EVs and kill it off with a Super-Effective Grass Knot. Then it can set up with Substitute and Agility and sweep the rest of the opponent's team. Surf would be recommended for STAB.
Also, I take it this is for the PUL gym league?
