not really, just the number of jutsu a person can use in battle. Like a chakra system, a point system is the same. And we kind of already have that with a Class System.

Yea but I mean for example: A Genin has 25 points they can use, well you go and give a value to each rank of the jutsu and the person spends the points accordingly. This helps us stop Genin from using S-rank jutsu and limits the B and C rank jutsu they can use.

I am familar with a point system, its the same as a chakra system, and not what he wants. Therefore not going to happen, so no need to push for it.
