if they pass that bill there WILL be riots, and that is something they cannot afford to have right now.

Yeah sooner or later they will probably censor it. China does extremely especially information about its government. My hubby's parents have friends who are getting Masters degrees here in the US one of the ladies went back to china and said she couldn't get to her email or many sites anymore and didn't understand why until his parents explained that they censor the internet.
So Give it 20 years and it probably will be censored unfortunately.
