Do you mean an animated GIF? If so, you can use these programs:
Adobe Image Ready
Microsoft GIF Animator
Uuummm... Google up some more GIF animating programs
Or do you mean a stationary GIF? If so, you can use MS Paint or anything else like that and just save as a GIF file.
Or are you looking for someone to make one for you?
If you could be a wee bit more specific in what exactly you were looking for, I could be more helpful.
Also, the Computers and Technology forum probably has this kind of info stickied somewhere. There may be more help/info found there.

Animated GIF. I'll make it myself. I'd like to avoid having to actually buy a program. Perhaps you have a specific recommendation?
