If there was ever a question that the Otogakure as a whole did not use all of it's lands and resources, the Rice Paddy Mountaintop would be the rebuttal. Even at the tops of the highest hills of the Otogakure, the heart and sole of the land is maintained as rice is planted and harvest here by farmers in the Tatsumaki Village and some other deep mountain settlements. this vista is the greatest of them all, where the Western hills truly does look like a Golden River during harvest time, and where one can see the vast stretches of land which comprise the Otogakure and the Rice Country as a whole.
The winds at these peaks are much higher then in other places and irrigating these fields with water is often a difficult process (though greatly assisted by ninjutsu). However, the effort is worth it for the message it sends in the Otogakure's dedication to the land it inhabits.. and it is considered a point of pride by many that these rice paddies be maintained. Some ninja even consider this the ideal place in which to train as it is very far out of the way from other settlements and it is unlikely that any unwanted guests would be witness to their abilities which are normally very carefully guarded from the eyes of others.
