Hm...Well they both tried hard to gain strength,Tobi has achieved the rinnegan and Naruto has control of kyuubi so it may be naruto~ xp

yea i agree and plus naruto also has itachi powers and some kinda six path flash thingie which makes him faster and stronger

but u got 2 give tobi credit he did become powerful cuz i think he got the same powers as pain but he also has his own powers 2 wit the sharigan idk i think tobi got alot stronger 2

yea true but i feel like im missing someone oh yea sasuke yea ever since he got his brothers eyes he been out of the picture though i think 2 myself wat sasuke going to do now since naruto is stronger now beastly strong though i dont wanna underestimate sasuke he may be alot stronger with his brthers eyes well ill let u decide who became stronger my opinion is Naruto!!
