The "black monitor" items are for sale in Barton Boutique. But they're an almost exact copy of an old RIG item, so maybe you're getting them confused?

most items have a store price even if they aren't sold in stores. people need to know the store price because that way they will know how much money they will get if they sell it to stores. (50% of the store price)
anyway, i sent you a pair of those horns via gift (with another account of mine), hope you get 'em.
