Tokyo is the capital of Japan, and is by far one of the most chaotic in the world. Dazzling lights, great, enormously tall buildings, and with a Red Light District that has frightened many a rough fella from entering. Tokyo is Tokyo, and is ruled fiercely by the Vizard.
Sovereignty (Who Rules)
Japan is ruled by a King, who makes the major decisions, and small decisions are left to a council of humans to make, who have their decisions ratified by the King.
The Vizards rule in Karakura, and their word is law. The Humans might live here, but the Vizard Leader and King of Japan, _________, makes it his business to protect and control the town of Karakura. His people run the city, whether NPC or actual Characters, and if anyone causes trouble in town they will face the power of the Vizard.
General Rules (As Laid Down by________ in the _______ Human Year of His Rule)
The Rules of Tokyo are simple. The Vizard are Neutral, and keep Karakura neutral. If any are broken, Reave himself will deal out the punishment, and Seekers will be sent out to catch the criminal. All punishments are based on the crime, and are made at Reave's discretion.

No Killing of Humans is permitted unless they, knowing you to be a non human, attacks and attempts to kill you.
Theft is illegal, just like the Human Laws.
Lying to or withholding information from a Seeker or ____ ___self are crimes suitable for death.
Shinigami Patrols are allowed, for that is the Shinigami's purpose, and may protect Pluses, but they must not interfere in the business of the Vizard.
Arrancar are the only Hollow-kin allowed in Tokyo. Any other hollow is subject to termination by any party.
