These cells are for holding lawbreakers and regular PoWs (prisoners of war). Unlike the special cells, electricity does not run through them 24/7, allowing for an escape plan for a clever prisoner. However, after getting out the prisoners must face the rest of the prison, so it's generally not a good idea.
