See, in Middle School band, i started off with Flute, it was great, but then i realized, i was starting to get left behind in stuff. I love playing an instrument, but high notes, just dont work with me, and my sound quality isnt that good, now im in 7th Grade, and my Band teacher expects a lot more out of me. I practice every night, but i cant hear the improvement, and i just cant form my mouth in the right way to get the right sound. So i was thinking if i should make a switch to Clarinet. Low notes are really easy for me, but i would be so far behind in everything. What do i DO!

Have you tried getting a private teacher?
Sometimes, it takes a certain way a teacher explains flute embouchure for you to improve. I know it did for me!
I'd also suggest looking up Nina Perlove on YouTube; she has a lot of instructional videos that are actually pretty helpful! :]

I agree with 290Pika, get a private teacher, or talk to your BD for some help. And if that does not work than go for the bass Flute or any lower flute.
