dragon_sword Personally I say Neji because if he manages to hit the right spots on sasuke's chakra circulatory system he would not even be able to use the sharingan But that's only if they do close combat.
I still think it's pretty even.

The outcome of an outright fight would depend on several factors:
1) If the Hakke Rokujuyon Sho technique is capable of affecting chakra flow to the eyes and head.
2) If Sasuke copies Neji to the point that the fight would stalemate.
3) How much each other knows of the other ability.
4) If Sasuke uses the curse seal. He is more powerful than spider-boy, afterall.
5) Which one has matured more in combat experience.
Oh, and technically, Kakashi is capable of 'forcing' the Mangekyou, as he uses it against Deidara.(lets call it the alter dimensional explody technique) It drains the crap out of him worse than a Sharingan/Chidori combination, but hey....
