As the ninja in leaf already know, if your kage is offline, a generic NPC teacher will appear to help speed things along. If you are an academy student or something and need someone to teach, you can PM any VC and ask if they can act as an NPC. These are only temporary, so don't expect full on paragraph RPs from them.
