The library is where all of the basic jutsu scrolls are found. Only leaf shinobi knows where it is for its not open in the middle of the village, but rather within the mountains. Noone knows of this for the mountains are as they appear, mountains. This has been shown when Pein attacked and destroyed leaf, but the mountains were unharmed by the attack, and later a library was discovered in the mountains. Jutsu Scrolls range from D-B, A and higher must be consulted with the Hokage, or be taught by another.
