Meiko daughter of the PM (as in Prime Minister) has been found dead on the eve of her birthday. Due to her father's possible involvement with a drug scam her death is accredited to a revenge killing by the gang who her father ratted out to the police.
In effort to find out what happened to her daughter, her mother Luka, hires a private detective agency. Two brothers by the name of Kaito Shion and Kamui Gakupo are on the case. However Gakupo has a secret he has yet to tell anyone in that he knows who really murdered her but he plans to keep it hidden.
With a clue leading them to an abandoned amusement park the two brothers are abused and tortured by one who calls her self "Mistress of the puppeteers", who is partially identified by Kaito as she shoots him while trying to escape. Trapped by her puppets Rin and Len, Kaito nearly bleeds to death fighting them off. Gakupo corners Miku who is known as the Mistress and congratulates her on a job well done. The two share an intimate moment together before Miku stabs him in the chest and leaves him to die.
Unknown to them all Luka has followed behind them every step of the way. She hears Miku ranting to the dying Kaito and Gakupo about how she was the illegitimate child of the PM and that she was also the leader of the gang that killed her half sister. Kaito and Luka are shocked since Miku is a well known singer who rose from the dirt poor city she lived in to be a famous singer.
When Kaito asks her why she did so she responds coldly with the words "Daddy didn't love me." She goes on to say that the whole gang/drug link was a set up to get revenge on the father that left her and her mother in poverty and that Gakupo was in on it all along, and that he was the one who personally killed Meiko. He and Miku were lovers after she managed to get him hooked on soma.
After hearing all she can take Luka steps from the shadows and shoots Miku in cold blood. As she falls to the floor dead the puppets that she controlled are silent and motionless.
The morning after Luka visits Kaito in the hospital along with Chief Inspector Kyoteru Hiyama and they thank him for his sacrifice in the line of duty.
The newspaper that morning tells the sad tale of Miku Hatsune, digging up records and interviews from the people that knew her. That same morning the PM commits suicide rather then be outed from office in a disgrace. On page 9 there are two obituaries, one for Miku Hatsune, and for Kamui Gakupo. Both having died from injuries sustained from the fighting.
The scene cuts to two weeks later as Kaito with a limp sits in a visitors chair watching Len and Rin play with blocks, their minds forever locked as if they were children thanks to Miku's abuse of mind altering drugs. He stands, limps to the window and looks out and sighs. He has been made their caretakers after working with them the two weeks since the incident.
Then the credits begin to roll.
