Some astrologers believe that there isn't really any such thing as a 'cusp' - that a planet is in one sign or the other. While some people think that a sign is most potent in its central degrees, and that the signs kind of fade from one to the other, other people believe that there's something very important in the first and final degrees of a sign, and that a person with, for example, a sun in the first degrees of pisces is as much a pisces as a person with the sun in the middle of pisces.
Often, people who believe they are influenced by a cusp sign will find that they have planets in that sign (or in houses or signs of the same element), and that might be the influence they are noticing.
If you're really not sure which sign a planet is in, the best thing to do is to put your birth data into a site like astrodienst and get a full chart made that way - it will show what sign each of your planets is in.

Fogwolf is right. Most believe the boundaries of house cusps are more malleable though, so if you have a cusping house (weird concept I know) then it can be considered in both houses.

Pesronally, I'm one of the "NO CUSPERS" nazis, myself. I like things to be exact and categorized, and cusps makes everything much too hazy to be useful. (Mars in Capricorn makes me a**l retentive, sometimes.) I'm a bit more lenient with house cusps, but still.

I heard that 0 and 29 were powerful degrees and amplify whatever are in them.
