It is an explosive, but you can practically make it a mine if you wished.
I can do that. Post has been edited for -2 Chakra now.
I would say 2 at the start, and then receive one after each mission. I'll also go as far as to say that only 5 can fit in the kunai pouch.

hmm, approved. really, i would have settled for you having up to 5 in the beginning. also, there doesn't need to be a limit on how many can fit into a pouch. it'll count as regular kunai
