Alright guys, it has come to my attention that a lot of people don't know what shinobi skills entail...even the crew were not sure about it, so it's time to set the confusion aside.
Shinobi Skills: are abilities granted by your A) Shinobi Type B) Demons and C) Clans and bloodlines. So whatever special traits these give you, that's what you put down under shinobi skills.
Strengths: These are what your shinobi is strong in. This also goes hand in hand with shinobi type, demons, and clans and bloodlines.
Weaknesses: This is the biggest one of all, because this will prevent someone's rpc to becoming god moddish. A valid weakness must be put down. And by valid, this could mean elemental vunerability, short range fighting, long range fighting, ninjutsus...basically the opposite of whatever your strength is. If you're strong at Taijutsu, then your weakness should be genjutsu. If you're strong at Lightning elemental ninjutsu, then your weakness is Wind elemental ninjutsu.
Some examples:
Shikotsumyaku (Kaguya Clan)
-Strength: Bone Manipulation
-Skill: Wounds that are barely skin deep heal off within one post, deeper attacks varied on Rp scenario take at least two to three full posts to regenerate.
-Weakness: Extremely succeptible to genjutsu
Elemental Control (Wind)
Strength: Wind manipulation
Skill: -minus 3 posts for learning wind, plus 1 rank to jutsu, plus 2 ranks around the element of wind
Weakness: Fire Manipulation

In reference to the shinobi skills allocated by shinobi type wouldn't it be wise to have people choose one type from each tier? Or is it allowed for one to choose two types from the same tier such as short range & elemental control which are both from tier 3?

Well that's how its set up. You can only pick one type from each tier. Meaning you couldn't pick Ninjutsu and Medical from Tier 1.
