Seal Rules

1] No seal may have the potential to seal all chakra's/techniques. It can disrupt it, however.
2] No seal can be unbreakable (have no release). Every seal must come with a release capability.
3] Seals cannot have the potential to kill.
4] Every seal must be physically placed by one character to the other. No seal can just spontaneously appear on someone.
5] Higher ranking seals require more time and effort to prepare and utilize.
