I would tie the person up spread eagle and explore their whole body, finding the most ticklish spots.
What I would do to each spot:
Underarms: I'd start with light scratching with fingernails, then move on to squeezing for a frenzy.
Ribs: I'd spider tickle them all over for a while, and then play a rib count game. As I tease the ticklee by tickling each rib individually while counting, I'll "forget" what number I'm on and start all over! I'd end it with a good squeezing.
Stomach/sides/waist: I'd start with playful random pokes all over, then move on to lightly stroking with fingertips all over. I'd then move on to heavy tickling by squeezing those sides! After the poor ticklee has had enough, I'll move on to raspberries. Then back to the squeezing...
Feet: I'd start with a mix of scraping the sides of the feet, stroking the balls and soles, and scratching the heels in a cirular motion. Then I'd apply oil to the feet to make them slippery and more ticklish, paying special attention to inbetween the toes... I'd also get out a pice of small chain and floss inbetween the toes. To finish, I'd gab a brush and go to town!
I'd also give the knees a good tickling by squeezing and spidering.

Attire: Something that doesn't cover her tummy (or which can be made not to), or her underarms. Bare minimum: a bikini, both parts.
Position: I'd... just as soon not use rope if I don't have to. In my fantasy, she wants to be tickled and doesn't try to stop me. Either she lies on her back on the floor, or she lies across my lap in a comfortable position. Maybe use cushions to make her level, or even a little bit bent forward in the middle. Her tummy would be right in front of me, in the latter case.
If she wants me to tickle her feet, I'd start there, scribbling on her soles with my fingers. Shortly, though, I'd go to her ribs. Nothing special. Then up under her arms for a while.
Then, my favorite part: tickling her lovely tummy, Depending, I might start or almost end with her pretty bellybutton. On the tummy, I'd start by scribbling my fingers all over it; I might use both hands, especially if I used the cushion idea. Then, with one hand, I'd start kneading with my fingers equidistant from her bellybutton, my thumb on one side and my fingers on the other. Finally, I'd finish with three belly raspberries: one on the side away from me, one on the side near me, and a nice long one over her bellybutton.
Post-tickling: I'd give her a nice, soothing bellyrub.

As for me, I guess it would be the same as Nyperoid. I don't like tying up people, but if the girl asked for it, I guess I'd be willing to restrain her. Most likely spread eagle for the most access to ticklish spots.
I would always be gentle, and tickle with the lightest touch, enough to get her to laugh, but not so much that she doesn't enjoy it. No matter where I tickle, i'd rather do it as gentle as possible... although I'd probably be a little more evil on their most ticklish spot. twisted redface

Hmm...I don't really have a set fantasy. I'd probably have to restrain him somehow because most guys are stronger than me. lol wouldn't want him getting away. wink
I would use brushes and my nails, but mostly my nails. ^^ I would focus on the upper body because that's my favorite section of the body^^ I love raking down ribs and wiggling my finger in underarms.^^ I wanna make him scream. twisted But nothing too fancy. biggrin
