Feminine is not an age-group, it's a state of mind. Just because she doesn't look like magazine cover pinup material does not mean the character is lacking femine characteristics. Does that mean it's an ugly drawing of a female if it lacks glamour?

I think the face is just fine- it follows the style of the drawing, the lighting, the texture, etc. The slight blurr/sketchy-ness adds some life and movement to it.
