just started over and i choose totodile, still in new bark and i would like to know opinions on building a team

Not bad, im more of a fire type though. But Totodile, is also a good choice since it knows water and some eletric moves. At first you need to catch some more pokemon to build a team. And once when you get your pal pad on that one. I will give you two pokemon. Kk.

i would like that but i have a linksys router and all it did was make problems for me with pearl -.-, if it has a problem with soul silver too then im gonna get a new router

I don't think it learns any (maybe thunder fang, not sure)

I try doing something like, since totodile is weak to Electirc, i get a ground type, then grass, then fire, so on so forth.

Well, if it's like for in-game, I suggest adding in the trinity of types. Being water, fire, and grass. You have Totodile, so that's a part of it. Then once that's established, add in Poke'mon that could benefit those types, like a ground-type to protect water from electric or grass from poison, and so on and so forth
That's, like, the basic of basic, but it's been tried and true for many years.
