The observation booth of the Kages is secluded, hidden from everyone except their personal retinue of bodyguards.
From this booth they can watch the current round, far removed from the danger of assassination.
An age-old pact between villages says that if a Kage attacks another during the Exam, war is sure to follow and the aggressor will find themselves at the mercy of all the others.

 Devonte, finally regaining his brearings and appologizing to those he'd fallen on, sent a chakra signal to Suijin through the tattoo in his palm. Glaring down at the seal, she grumbled, "Tch. Fine." and held her right hand, palm out to just beside her chair. Once she sumoned him back to the kage booth, he grinned and took his place back at Suijin's side. He was beaten, bloodied, had some ugly bruises forming, and possibly a broken bone or two but otherwise, he was all good. He came back in time to hear Lady Tsuchikage's outburst and just had to laugh, "Well said!" But the moment was ruined when the Raikage just had to bring up his former student again, and not using very kind words. "Suijin 'ere may nat take offense, but I do. An' 'with all due respect Raikage,' 'at is bullcrap. Granted his opponents were s**t, 'at don' mean 'e was too. 'Easy pickin'' my a**; sir!" Obviously he was using formalities as a means of taunting. Suijin had calmed substantially, but she gave a bit of an annoyed look when he got back up. Glancing up at the old man she said, "As I recall, he did defeat a fairly strong genjutsu user in the second round. One who also became a chunin that year. One of Tanto's, I believe. Am I wrong?" The words were spoken more to Nemutai than Devonte.

 Tanto Tanto butted into the Mizukage's and Devonte's conversation as soon as his ninja was mentioned, "ha! Of course he would be able to beat a girl! Face it, if he was in this exam he definitely would not have won." Tanto remained in his seat with his arms crossed as he made the comment and watched what was going on below in the arena.

"He defeated a Genjutsu user who used more Taijutsu then Genjutsu" He said sigh a sigh. "I said no offence, but t-" The Raikage paused as he looked over at Tanto who had made his comment. "Umm... Kazekage that wasn't really necessary" He said putting his hands out in front of him. "He would have still done well this exam, he most likely would have been promoted this time around" He said before looking over at Dev and the Mizukage.

 Natsuhiko's face blanked at the Kazekage's blatant sexism. She turned her head towards her jounin who straightened up under her gaze.
She turned her attention back to the Kazekage, looking as though his statement had made her ill. She calmed down a little at the Raikage's reprimand, but remained uneasy in Tanto's presence.
"If he won his year's exam, then the boy must have had the skill level necessary to advance. A team doesn't need to be made of well-rounded individuals--in fact, very few teams do. It is better to be the best in one's field than to be a jack of all trades and a master of none."
The Tsuchikage said this with some level of finality. She herself relied almost exclusively on her kekkei genkai when in battle and it had certainly served her well over the years.

Tanto The Kazekage returned the blank stare of the Tsuchikage with one of his own, "the Raikage was right when he said he was lucky for the autopass, when Yamanaka, Ichite-ru, and Fuku were eliminated all bets were out the window. Did you happen to see last year's exams? In all seriousness he would have been beaten by any of the three I mentioned." After his point was made he moved his head back to the arena, honestly how much longer would it take?

Nemutai let out a long sigh and brought his hand up, smashing it into his face, in a literal face palm. "I should have just kept quite like before" He said in a muffled voice into his palm. He had unintentional started a miniature argument between the other Kage. It was about this time when he started to wish that He had just remained quite and remained to himself as he had done before hand.

Natsuhiko puffed out her cheeks and stared fiercely at the Kazekage, though she kept her voice even.
"To my knowledge, the Yamanaka child did pass, as he should, but a jinchuuriki vessel with no control over their powers and a fool who doesn't know when or how to quit have no place becoming chunin. The exam isn't solely about winning, but I must say I, for one, am quite content with last year's victor."
Hearing Nemutai's sentiments distracted Natsuhiko from ranting further and she quickly turned her attention to him. "Please, Raikage-sama, your thoughts are just as important as any of ours. Communication is vital for those in our position," she reassured with a mothering tone, which was likely unecessary.

Disobey me...... Suijin just rolled her eyes and facepalmed at Tanto's latest sexist comment. It wasn't worth it. It just wasn't worth it. "Jin, take this lesson and learn it well- you can't win an argument with an idiot!" she said, probably and obviously meaning Tanto. She spoke in full seriousness. You really couldn't. That made Dev chuckle. "Always gat 'n answer fer e'rathin', eh, Sui-chan~?" he jeered. If a man can take a beating like that, get back up and continue to jab the bear with a stick, he must have some balls.... or ya know, absolutely no sense of danger. "Devonte, I sear." she growled. "I swear to what ever GODS MAY BE! You call me that ONE MORE TIME AND I WILL REMOVE YOUR TESTICLES THROUGH YOUR EYES!!!" A pretty frightening threat, especially if one were to look in her eyes and see she absolutely was not kidding. Of course, it just made Devonte laugh harder. Yup. Absolutely no sense of mortal danger, what. so. ever. Though, half the reason he was laughing was to tune out Tanto. Why was he taking the high road and ignoring someone for once? Because he believed that that absolutely wasn't true. Like Suijin had said, his chances then were fifty-fifty. Against the jinchuuriki kid, of course it's more likely he would have gotten his a** beat down but it's not absolute. Against the man-chick or Yamanaka, his chances of beating them were just as good as their chances of beating him. That was his oppinion and his was all that mattered in his eyes. he glanced over at Lady Tsuchikage when she made her statement. 'Keh. 'Least she ain't thinkin' out 'er a**.' he chuckled in his head. A Woman out for Blood......at your peril.
