Are fluorescent and compact fluorescent the same or different?
If they are different, then how?

Standard fluorescent tubes are straight---think classrooms, garages, etc.
Compacts are usually twisted, or roundish.

Incandescent bulbs still have their place. Plus, a broken incandescent bulb is not a toxic nightmare waiting to poison someone.

We have used CFL's since they first became available, and standard fluorescent tubes--we also have incandescent bulbs. They are chosen according to the job they need to do, and according to who is going to use them. Fluorescent tubes cause headaches in some people, and the hum of the ballast in old-style fluorescent lights used to cause big problems for one of my granddaughters, who is autistic.
