Background History:
The time of battles with the original akatsuki affected the sand village greatly for many years to come , each kazekage coming after being stricter and harder on the people. A man by the name of akerin geno came to be the kazekage during a time of great turmoil , somehow forcing the man to go mad with power and it was around this time that the rule of 2 children was established among the village that sent both Elina powel , a maids women who was a former caretaker of a kage and Hosen Litasu , A former land lord that was forced out by the coming of Geno to a secret underground the people called the years of hiding.
For seven years , a number of citizens went into hiding in a secret underground in a higher up area of the village which has been forget by nearly everyone after the kage called it a illigal territory. It was this area where Elina and Hosen first met and fell in a deep love over a total of two years. In the last five years of this time , Elina and Hosen gave birth to two children , a boy within the first year of merrage they called jeb and a girl at year three they called Jingana.
Those seven years were very peaceful until the very end when a birthday party for Jingana got slightly too noisy and alerted a nearby patrol that was sent into the area for eyeing on people down below in the main city. Guards quickly swamped the area and all people found in the underground were taken under arrest by lord Geno . The children were taken into a raising camp placed in the abandoned up area while the adults and parents were taken into custody and held in cells while each one was put to trial.
This was the start of another seven year event that the children of these familys called the years of reconing where over a period of seven years , each of the 18 familys went into trail and most were hung and died in front of the people of the village but this wasnt the only pain that the baby Jingana went though. at the near end of the reconing years when she was just 9 , both her and her brother were force to watch their parents be hung and killed , driving the only 11 young Jeb to seek revenge on the Kazekage .
The last year of the Reconing was a hard one for all the children but none more so then Jingana because the month before her , her brother and the rest of the kids would be allowed back into the main village in foster homes , Jeb finally lost it and in a attempt to end the life of lord Geno , was killed before his little sister's eyes by the man himself and for the last days of the month , Jinga spent all her time in a small room , being watched by the guards of Lord Gino until the day of release when she walked out into the air and was escorted to the home of Lord gino himself.
Jingana , now adopted by the very man who killed all of her family had been forced to take the last name of Gino and had her first name changed to a shortened version of Jinga. Lord Gino knew what he had done could never be changed or erased from her mind but he wanted to make her feel like she was still someone and had her trained by teachers personally to be a shinobi of certain skill , one that was able to be unique and different from the others. This however made it unlikely for her to join a ninja squad because she took up instead of a bladed weapon , a staff that helped her work with the elements.
Seven years passed since this happened and Lord Gino by this time had been the kage for a good number of years, however the council of elders began to notice a change of pace in him , seeing how it was negitively effecting the village and ask the now 49 year old kage to step down and let a new person take over. Though Lord gino was unhappy with the council for this measure , he agreed and a rally was taken among the elders to decide who would take the place of kazekage. It took almost 2 months but after intense thinking and ideas , they agree that the daughter Gino had taken in at the end of the years of reconing was more then ready to take this spot and so on the day of her parents death , the council of elders welcomed the young kazekage into office and granted her a special staff forged to help with greater control of the air and land.

Extra Comments on Character: This character as you can tell is very strong in defence and makes up for lack of attack power/speed by the use of the two major elements , air and earth. One of my characters weaknesses is genjutsu so i dont see her being able to use any sort of genjutsu ability to save her life, same with the limited knowledge of taijutsu
