From the start of its existence to the end of the 150 Years War, the Rock Village was a fully based military village. After the war, when the new Kage's reign began, the village, while still having an impressive military force, slowly shifted into a more underground operation. The town, in appearance, became more entertainment based. Casinos, Brothels, Hotels, Restaurants, etc. The employees are in fact the military forces. They have become masters of deceit and illusion under the order of the newest Kage. While some may disagree with his methods or with what he's done to the village, his order has earned their loyalty.
