Crackpot Theories GO
Dell and Radigan are the same person. 3rd Not Dyin' Machine was built for radigan and then later perfected, when this happened, the man faked his own death.
In meet the engineer, the engineer is quoted as saying "Built by me, designed by me, and you best hope, not pointed at you"
The plans for the sentry gun are visible in Radigan's Shop.
If the engineer really designed them, then the engineer is Radigan, and Radigan is Dell.

On the last page there is a date on the file he's holding.
"July 17th," Is this the day the patch is released?
I like to think so.
