My family is fostering (And most likely adopting) a very sweet dog names Daisy. Since I've been sewing a few things recently that semi-adhere to the victorian steampunk aesthetic, I thought I would make a steampunk-stlye doggy collar and ID tag for her.
Maybe something along these lines: With and ID tag like this:
What do you guys all think??

It's a nice idea, but i'd advise you to keep the lace to a minimum, because it looks like it might be annoying to wear 24/7.
Yeah, I'd skip out on the lace, it'd just get torn and mucked up.

I agree that a dog could make short work of at least dirtying lace. But it's so cute that I'd like to see you recreate the effect. I mean, I think the lace is one the biggest charm points of the collar.
You might be able to replace the lace with leather which has been detailed to look like eyelet lace. I don't know that it's widely available as a material but if you're making this yourself you might just get a few strips of leather, possibly even of a lighter leather, and punch the holes in it yourself with whatever tool you're using to make the holes for the buckle.
Heck, you could even just do a frill with some thin leather. I would recommend keeping it short so that the thin leather doesn't go limp and fall.

I was never really planning to add lace to it (Our dog chews on everything, so lace would be a horrible idea).

Detailed leather is a good idea!

Well, as a collar-wearing individual, I'd definately pay money for a collar like that. It seems more like it's styled for people rather than dogs, though.
